With over two decades of combined experience in law enforcement and organisational leadership, Steven brings investigative and managerial experience to the Office of the Ombudsman. In this role, he is responsible for the independent and impartial investigation of whistleblowing complaints, allegations of government maladministration, and complaints against the police.

Prior to joining the Ombudsman’s office, Steven served for over ten years with both Police Scotland and the Royal Cayman Islands Police Service, specializing in front-line emergency response areas such as use of force, locus protection, missing person investigations, death inquiries, interview techniques, file preparation and initial crime scene responses. He was also a certified probationer trainer for nine years, having received specialist instruction in Taser deployment, accountable decision-making, and frontline supervision.

Complementing his policing background, Steven also brings a decade of retail management experience with retailers such as Lidl UK, where he led store and area operations with responsibilities for performance, compliance, complaint handling and HR investigations.

He holds an Honours degree in History and American Studies from the University of Dundee and has been recognized with the Baton of Honour from Police Scotland, as well as a Local Area Commander’s Award for exceptional service.
